No application for a permit required by this title shall be accepted for administration by the city until it is determined by the planning director to be complete, and until all appropriate administrative fees are paid. All administrative timelines listed in this title shall run from the date of acceptance by the director which shall be placed on the application and signed by the director or his designee. (1978 Code)
