No subdivision approval for activity subject to this code shall be granted without compliance to this code, except where it may otherwise be required by law; provided, however, the “land/cash contribution” requirement established herein shall not apply to any subdivision that has already received preliminary plat approval by the village as of March 1, 2009 and for which the final plat is thereafter consistent with the approved preliminary plat.
