Any person who issues or delivers to the village a check or other order upon a real or fictitious depository in an amount exceeding the funds in said depository which results in non-payment of any fee, charge or expense due to the village shall pay to the village the sum of $25 in addition to the unpaid fee, charge or expense and any other costs, charges, fees and interest required by ordinance or other law.
