§ 152.086 “B-2” HIGHWAY BUSINESS DISTRICT.
   (A)   The “B-2” Highway Business District is intended to accommodate and regulate strip commercial developments and compatible uses. Since such businesses, both retail and wholesale, draw their patrons primarily from the motoring public, they typically require direct access to major streets and large lots for off-street parking and loading.
   (B)   Use restrictions.
      (1)   Repair indoors. All repair and maintenance services shall be conducted within completely enclosed structures. Storage areas may be open to the sky, but shall be enclosed by walls or solid fences at least eight feet high.
      (2)   Refuse containers. All refuse generated by facilities located within this District shall be stored in tightly-covered containers placed in visually-screened areas.
      (3)   Screening. Along the side and rear lot lines of any lot abutting any residential district, screening at least six feet high, which completely blocks the view from the adjacent residential property shall be installed. The screening shall be approved by the Zoning Administrator.
      (4)   Parking. See §§ 152.115 through 152.122.
      (5)   Signs. See §§ 152.135 through 152.145.
   (C)   Lot and building requirements. Every principal building erected in the “B-2” Highway Business District, except for those areas specified in division (F) of this section, shall conform to the requirements indicated below:
      (1)   Minimum lot area: 18,750 square feet.
      (2)   Minimum lot width: 125 feet at the established building line.
      (3)   Minimum lot depth: 150 feet.
      (4)   Minimum setbacks: 50 feet
         (a)   From front lot line: 50 feet.
         (b)   Side yards:
            1.   Minimum total setback from both side lot lines: 50 feet.
            2.   Minimum setback from either side lot line: 20 feet.
         (c)   From rear lot line: 25 feet.
      (5)   Maximum structure height: 35 feet.
   (D)   Permitted uses. Provided all the use restrictions of this District are observed (See division (B) of this section), the following uses are permitted:
      (1)   Any use permitted in the “B-1” District.
      (2)   Churches and related facilities.
      (3)   Clubs and lodges.
      (4)   Commercial establishments, any type, including drive-in facilities.
      (5)   Such uses as the following are especially appropriate in this District:
         (a)   Bowling alleys;
         (b)   Furniture and appliance sales;
         (c)   Greenhouses;
         (d)   Lumber and building supplies sales;
         (e)   Mobile home and recreational vehicles sales;
         (f)   Motor vehicles sales.
      (6)   Government uses.
      (7)   Offices.
      (8)   Service establishments, any type, including drive-in facilities.
      (9)   Such uses as the following are especially appropriate in this District:
         (a)   Animal hospitals;
         (b)   Banks and other financial institutions;
         (c)   Motels;
         (d)   Motor vehicles services;
         (e)   Restaurants;
         (f)   Service stations;
      (10)   Accessory uses in accordance with § 152.043(A).
   (E)   Special uses. Provided all the use restrictions of this District (see division (A) are observed, the following uses may be allowed by special use permit:
      (1)   Drive-in theaters.
      (2)   Bus terminals and bus transportation facilities.
      (3)   Research and development facilities not involving explosives, flammable gases or liquids, or live animals.
      (4)   Utility substations.
      (5)   Warehousing and wholesaling or any goods except explosives, flammable gases or liquids, or live animals.
      (6)   Any use permitted in the “R-4” District.
   (F)   Lot and building requirements for specified areas. Lot and building requirements for the Business District for the long established commercial areas of the village defined to be along Washington Street from Polk Street on the west to Baltz Street on the east, and on Jefferson from VanBuren Street on the south to Mill Street on the north shall conform to the requirements indicated below:
      (1)   Minimum lot area: 14,750 square feet.
      (2)   Minimum lot width: 125 feet at the established building line.
      (3)   Minimum lot depth: 118 feet.
      (4)   Minimum setbacks:  
         (a)   From front lot line: 40 feet.
         (b)   Side yards:
            1.   Minimum total setback from both side lot lines: 50 feet.
            2.   Minimum setback from either side lot line: 20 feet.
         (c)   From rear lot line: 20 feet.
      (5)   Maximum structure height: 35 feet.
