§ 32.02 APPOINTMENTS.
   (A)   The Chief of Police and all other members of the Police Department shall be appointed by the President by and with the advice and consent of the Board of Trustees.
   (B)   All members of the Police Department shall be residents of the village. Anyone hired to be a member of the Police Department shall move within the village limits and establish residence within six months of being hired or be terminated as a member of the Police Department.
   (C)   The member of the Police Department holding the rank and office of lieutenant shall be second in command of the Police Department and in the absence of the Chief of Police from the village, or during other periods of the Chief of Police's absence, shall assume all of the duties herein imposed by this chapter upon the Chief of Police. His hours of duty shall be fixed by the Chief of Police and while on duty he shall have command of all patrol units. The lieutenant shall be subject to the orders of the Chief of Police and the President.
