No permit for the operation of a therapeutic massage establishment issued pursuant to the provisions of this chapter shall be transferable except with the written consent of the Chief of Police; provided, however, that upon the death or incapacity of the permittee the therapeutic massage establishment may continue in business for a reasonable period of time to allow for an orderly transfer of the permit.
