No person except a manufacturer, distributor or importing distributor shall fill or refill, in whole or in part, any original package for alcoholic liquor with the same or any other kind of quality of alcoholic liquor with any diluent. It shall be unlawful for any person to have in his possession for sale or retail any bottles, casks, or other container containing alcoholic liquor except in the original package.
