The Local Liquor Control Commissioner, his agent or agents, members of a committee appointed by him to assist in local control, members of the Board of Trustees and police officers are prohibited from soliciting or accepting any gift, gratuity, emolument or employment from any licensee and every licensee or employee, agent or officer of such licensee is prohibited from offering or making any such gift, gratuity or emolument to any person prohibited from accepting any such gift, gratuity or emolument.
