The village may, upon failure to cut, destroy and remove such weeds and combustible material within the time prescribed in the notice, enter upon the premises and proceed to cut, destroy and remove the same at the expense of the owner of the premises, which cost of cutting and removal shall be paid by such owner or person upon presentation of a bill therefor. The village shall make a charge for the service of $ 40 per hour, with a minimum charge of $ 40.
