Upon five days notice in writing by the Chief of Police or any other delegated official, all weeds shall be cut and removed by the owner, tenant, agent or person having control of the premises, which provision shall likewise apply to the combustible material as aforesaid. Service of the notice may be had personally or by leaving a copy thereof with some member of the family of the person, tenant or agent, over ten years of age, or by mailing a copy to the last known address of the owner of property that may be vacant.
