All dead grass, dry weeds or similar dangerous combustible material remaining or lying upon any premises which are likely to become ignited and cause a fire, are likewise hereby declared to be a nuisance and any person allowing and permitting the same to remain upon his premises shall be deemed guilty of maintaining a nuisance.
