(A) Elm Street Park. The Elm Street Park shall be open daily to the public for recreation between the hours of 7:00 a.m. through 9:00 p.m., Central Daylight Savings Time, for a period commencing May 1 and terminating October 31 of each and every year. For the period from November 1 through April 30 of each and every year, the park shall be open daily to the public for recreation between the hours of 7:00 a.m. through 6:00 p.m. Central Standard Time.
(B) City Park. The City Park shall be open daily to the public for recreation between the hours of 7:00 a.m. through 11:00 p.m.
