Any person who shall violate any of the provisions of this section or who shall neglect or refuse to remove and destroy a diseased elm tree growing on any parcel of land of which such person is owner, agent, occupant, or person in possession, when ordered so to do, or who shall interfere with the removal arid destruction of such diseased elm tree, shall be subject to the penalty set forth in § 10.99.
