§ 92.19 MARKERS AND MONUMENTS.
   (A)   After November 5, 1959, no ornament or structure of any kind shall be permanently placed upon any grave or burial space in Old Millstadt, Mt. Evergreen, or First Addition to Mt. Evergreen Cemeteries, other than one of the following:
      (1)   A headstone or tombstone of granite or marble, which shall not exceed a length of 48 inches and a height of 32 inches above the base upon which it is placed;
      (2)   A bronze marker or memorial of characteristics as he hereinafter set forth.
   (B)   No shepherd hooks or wrought iron plant hangers or similar bouquet holders shall be allowed on a gravesite where it interferes with grass cutting or cemetery maintenance. Any such shepherd hooks, plant hangers, bouquet holders or any other markers, monuments or other decorations may be removed at any time by the village when, in the sole judgment of the caretaker, removal is consistent with a neat and orderly appearance.
   (C)   No headstone or tombstone shall be placed except upon a foundation constructed therefor by the custodian, and upon payment of the charges for the construction of the foundation as may be fixed from time to time by resolutions of the President and Board of Trustees.
   (D)   No bronze marker shall be installed within any cemetery except by the village and upon a foundation constructed therefor by the village and upon payment of the charges for the construction of the foundation as may be fixed from time to time by resolutions of the President and Board of Trustees.
   (E)   All bronze markers or memorials shall be placed flush with the adjacent ground surface and height of designed characters on the markers shall not exceed one-fourth-inch from the surface of the marker.
   (F)   At time of delivery of the marker to the cemetery for installation, the person making the delivery shall tender the installation charge and endowed care charge, together with a certificate or affidavit of analysis from an independent laboratory, showing the qualitative and quantitative analysis of the bronze alloy used therein, which shall not exceed the following standard:
      (1)   Copper, not less than 87%;
      (2)   Tin, not less than 5%;
      (3)   Lead, not more than 2.5%;
      (4)   Zinc, not more than 5%;
      (5)   All other elements, not more than 1%.
   (G)   Each casting shall be true, free from any weakening defects of any character and also free from minor defects and imperfections which would be visible from a distance of three feet. All exposed surfaces must be smooth.
   (H)   All letters, numerals, ornamentation and insignia must be hand chased, finely buffed and highlighted. Background shall be a sculptured texture. Background shall be finished in medium dark statuary bronze color, secured by entirely chemical means through the formation of cuprous oxide and cupric oxide on the background surface. No sulphide finishes, painted or pigmented lacquer finishes will be permitted.
   (I)   Each marker shall be cast with integral bosses on the back there of. These bosses shall be drilled and tapped to receive 3/8-inch diameter anchor lugs of brass or bronze from four inches to six inches in length, which anchor lugs shall be supplied with the marker.
   (J)   In case of markers with vase wells, such vase wells shall be fabricated out of corrosion proof material.
   (K)   No graves or places of interment in Second Addition to Mt. Evergreen Cemetery shall be memorialized other than by bronze markers or memorials of the characteristics herein set forth and under the regulations hereof.
   (L)   Where interments are made in the Second Addition to Mt. Evergreen Cemetery for welfare or charity cases, the village will furnish free of charge the vault and the marker therefor.
