§ 91.17 DISTURBING THE PEACE PROHIBITED; CREATION OF NUISANCE.
   (A)   It shall be unlawful for any person to own, keep, have in his possession or harbor any dog, cat, domestic or other animal which, by frequent or habitual barking, howling, yelping or by other loud noise, shall cause annoyance of any family or person, or shall disturb the peace or quiet of any neighborhood or place within the village. Such annoyance of any family or person or the disturbance of the peace or quiet of any neighborhood or place within the village by any dog, cat, domestic or other animal is declared to be a public nuisance, and it shall be unlawful for any person to suffer or permit such nuisance to exist.
   (B)   On complaint being made to the Village President of any animal within the village which shall by barking, biting, howling, yelping or other loud noises, or in any other way or manner disturb the peace and quiet of any person, which is hereby declared a nuisance, the Village President on being satisfied of the truth of such complaint shall direct the Chief of Police to give notice thereof to the person keeping and permitting such dog, cat, domestic, or other animal to remain on his premises. In case such person shall not, within 24 hours thereafter, cause such animal to be removed or quieted so as to prevent the disturbance, the person shall forfeit and pay a sum not less the $75 for every day which shall elapse until such dog is removed or quieted as aforesaid.
