§ 91.16 RUNNING AT-LARGE; ANIMAL WASTE TO BE DISPOSED OF BY OWNER/KEEPER.
   (A)   Any person who owns, keeps or harbors a dog, cat or other domestic animal, or other animal shall not cause or permit such dog, cat or other domestic animal to run at-large, within the village, at any time during the year other than within the confines of the owner's premises or while on a leash. Any dog, cat, domestic animal, or other animal found running at-large is in violation hereof, or that shall menace the public welfare is declared to be a public nuisance.
   (B)   It shall be the duty of the police authorities of this village and such other person as the Village President may designate from time to time to abate the nuisance forthwith by destroying such animal.
   (C)   All persons walking their dogs or other domestic animals on the public property of the village or any private property not owned by the person walking the animal shall carry a receptacle necessary for the placing of any dropping, to-wit: feces, while the animal is on the public or private property other than his own. The owner or keeper of the animal shall place the dropping in the receptacle to be disposed of in a proper garbage container or lavatory. Any person walking a dog or other domestic animal found in violation of not properly disposing of animal dropping, shall be issued a nontraffic ticket stating the violation.
