No vehicle or combination of vehicles shall be operated unladen or with load on the following streets when the gross weight exceeds the amount set forth. Vehicles operated by the village or with the approval of the village, or to vehicles operated by a public utility when transporting equipment required for emergency repair of public utility facilities or properties are exempt from this schedule.
