§ 30.32 PROCEDURE FOR PASSAGE OF ORDINANCES.
   Passage of ordinances of the village shall be in the following manner:
   (A)   Introduction of a bill for ordinance shall be made by the Village Clerk, by reading the title thereof;
   (B)   A motion may thereupon be made to place the bill on first reading and upon receiving an affirmative majority vote thereon, the Clerk shall thereupon completely read the proposed ordinance;
   (C)   Ten calendar days shall elapse between the first reading of an ordinance and the vote thereon for final passage, but such ten days waiting period can be suspended by a two-thirds vote of the Board of Trustees;
   (D)   Amendments shall not be added to any bill for ordinance unless the motion to make such amendment shall have received a majority affirmative vote;
   (E)   After a proposed ordinance shall have passed first reading and after the elapse of ten days, except as otherwise herein provided, any member of the Board of Trustees can call for final passage of the proposed ordinance whereupon the presiding officer at the meeting shall thereupon put to the Board the question, “Shall this bill pass and become Ordinance No.     of the Village of Millstadt?”
