§ 30.16 RULES OF ORDER.
   (A)   Quorum. A majority of the members elected to the Board of Trustees shall constitute a quorum to do business. A smaller number may, however, adjourn the meeting from time to time until a quorum shall be present.
   (B)   Presiding officer. Meetings of the Board of Trustees shall be presided over by the President. In his absence the Board of Trustees may elect a Trustee to act as President Pro Tem. Such President pro tem shall have only the powers of a presiding officer, but shall retain the right to vote in his capacity as Trustee on any ordinance, resolution or motion placed before the Board of Trustees.
   (C)   President Pro Tem, vote. When one of the Trustees acts as President Pro Tem, he shall not thereby be entitled to an additional vote in his capacity as such acting President.
   (D)   Vote of President. The Village President shall not vote on any ordinance, resolution or motion excepting when:
      (1)   The vote of the Trustees upon the question shall have resulted in a tie; or
      (2)   Where one-half of the Trustees elected shall have voted in favor of an ordinance, resolution or motion, even though there is no tie vote.
   (E)   Reconsideration. No vote of the Board of Trustees shall be reconsidered or rescinded at a special meeting unless there are present at the special meeting as many members as were present when the vote was taken.
   (F)   Roberts Rules of Order. In all respects not inconsistent with these ordinances or the state statutes, Roberts Rules of Order shall govern the conduct of the meetings of the Board of Trustees.
