In the event that it shall become necessary for the village from time to time to sue the owner, occupant or user of a lot, parcel of land or premises in a civil action to recover money due for water services furnished hereunder, the Village Attorney may petition the Court for reasonable attorney fees to be fixed by such Court pursuant to the provisions of ILCS Ch. 65, Act 5, § 11-139-8.
