§ 30.15 MEETINGS.
   (A)   Meetings to be open to public. All meetings of the Board of Trustees shall be open to the public, excepting that for the discussion of bids, the letting of contracts after the same shall have been opened and read in open meeting, or the appointment of officials or employees, the Board of Trustees may hold an executive session, excluding therefrom the interested parties.
   (B)   Regular meetings. Regular meetings of the Board of Trustees shall be held on the first and third Mondays in each month, excepting when such days shall fall on a state or national holiday; whereupon the meeting shall be held on the succeeding day. All meetings shall convene at 7:00 p.m. official time.
   (C)   Special meetings.
      (1)   Special meetings of the Board of Trustees may be called at any time by the President or any three Trustees. Such call shall be in writing and shall be deposited or filed in the office of the Village Clerk; whereupon there shall be issued out of his office a notice in writing directed to each of the members of the Board of Trustees, excepting such as issue the call therefor, giving notice of the holding of the special meeting, the time thereof, and the purpose thereof, all as set forth in the call, which notice shall be served in person or by mail upon each of such members, in such manner so as to be received by such member at least 24 hours prior to the convening of the special meeting.
      (2)   (a)   The form of the call when issued by the President shall be in substantially the following form:
   CALL FOR SPECIAL MEETING
   I,                         by virtue of the authority in me vested as President of the Village of Millstadt, Illinois, hereby issue a call for a Special Meeting of the Board of Trustees to be held at the Village Hall on                at 7:00 p. m. for the purpose of                              and for the further purpose of transacting such other business as may come before the meeting.
   Dated at Millstadt, Illinois, this       day of            19  .
   President of the Village of Millstadt
         (b)   The call, when issued by three Trustees, shall be changed to conform.
      (3)   The notice of special meeting issued by the Clerk shall be substantially in the following form:
   NOTICE OF SPECIAL MEETING
   Notice is hereby given that                           as President of the Village of Millstadt, Illinois has issued a call for a special meeting of the Board of Trustees of the Village of Millstadt, Illinois, to be held at the Village Hall on                  19   at 7:00 p.m. Said meeting is called for the purpose of                                   and for the transaction of such other business as may come before the Board of Trustees. Dated at Millstadt, Illinois, this        day of              19  .

      (4)   The original call and an original duplicate notice with the return thereon showing manner of service thereof shall be read at the special meeting, incorporated in the minutes thereof, and filed in the village records.
      (5)   Attendance at any special meeting without stating objection to the manner of call or notice or purpose thereof shall constitute a waiver by the attending member of any defects therein. Failure to object at the earliest opportunity to the discussion of or action on any purpose not specifically mentioned in the notice shall constitute a waiver thereof and consent to action thereon.
