The village shall no longer permit the installation of meters inside homes, businesses, industries, and the like. Furthermore, whenever an existing inside meter is found to be defective and in need of replacement, a new meter and appurtenances shall be installed by the village outside of a home, business, industry, and the like in accordance with this chapter. Fifty percent of the village's cost to relocate a meter to the outside shall be paid by the customers.
