All water service, whether for domestic, commercial or industrial use shall be metered. All meters shall be so placed and installed as to render the same accessible at all times for the purpose of reading or repairing, and so as to be free from danger of freezing. Meters outside of a building shall be set in a suitable meter box approved by the village. Water will not be turned on for new customers until the meter has been installed and all other requirements of this chapter on the part of the property owner have been fully complied with. Multi-unit residential, commercial or industrial buildings shall have a separate meter installed per unit. All new mobile home park developments shall be required to have a separate meter installed per mobile home unit; a single or shared meter shall no longer be permitted.
