§ 30.02 POWERS OF BOARD.
   (A)   The Board shall have and possess and exercise all legislative powers, functions and duties conferred by law upon the village. It shall make all orders for the doing of work or the making or construction of any improvements; it shall levy taxes, apportion and appropriate all funds, and audit and allow all bills, accounts, payrolls and claims, and order payment thereof; and it shall make or authorize the making of all contracts, no contract being binding or obligatory upon the village unless either made by ordinance or resolution, or the making thereof expressly authorized by ordinance or resolution adopted by the Board.
   (B)   The Board of Trustees may by ordinance or resolution delegate from time to time authority not governmental in nature, to its officers or employees of the village. All acts of officers or employees of the village not specifically authorized by ordinance or resolution of the Board of Trustees shall be subject to review and approval or disapproval on the part of the Board.
   (C)   The Board of Trustees shall have power and authority by ordinance or resolution from time to time to create, fill, discontinue, prescribe or limit the duties thereof, of such offices and employment when in its judgment such shall be to the benefit and advantage of this village and not otherwise contrary to law.
