Before taking any action on a proposed amendment to this chapter, to the Official Zoning Map, to the comprehensive plan, or to the future land use vision map, the Mills River
consider the Planning Board’s recommendation on each proposed amendment. The Planning Board
have 30 days after the first consideration of an application for an amendment at a regular meeting to submit its recommendations to the Mills River
, per G.S. 160D-604(b). Failure of the Planning Board to submit recommendations within the 30 day period
constitute a favorable recommendation, except that, if by agreement of the Planning Board,
