It shall be unlawful for any person, persons, firm, or corporation to permit or allow any bushes or shrubs to grow to a height more than 30 inches above the center grade of the street adjoining said bushes or shrubbery, and for a distance of 40 feet from the intersection of the edges of the pavements of paved streets or the edge of the traveled portions of unpaved streets.
