SCHEDULE I. PARKING REGULATIONS.
   (A)   (1)   From December 1 of each year until the last day of February following, parking shall not be permitted on the portions of the streets designated and between the hours specified, as follows:
         (a)   On Washington Street from Clinton Street to the alley between Jefferson and Sherman, and on the north side of Washington from said alley to Benton Street (S.R. 13) from midnight to 6:00 a.m.;
         (b)   On Jefferson Street between Main Street and Lincoln Street from midnight to 6:00 a.m.;
         (c)   On the south side of Washington Street from the alley between Jefferson and Sherman Streets to Benton Street (S.R. 13) from 8:00 a.m. to noon; and
         (d)   On any street during a snow emergency. A snow emergency shall be declared to exist by the President of the Board of Trustees whenever snow removal is necessary to permit the movement of traffic and access to businesses and residences by emergency vehicles.
      (2)   Permitting a vehicle to remain on the streets shall constitute a violation of this division (A) and any person found to have violated this division (A) shall be fined in any amount not to exceed $25.
      (3)   The Town Marshal is authorized to have any vehicle parked on the streets in violation of this division (A) towed away at the owner’s expense.
      (4)   Signs shall be placed on the affected parts of Washington and Jefferson Streets on December 1 of each year and removed on March 1 following, prohibiting parking during the designated hours. No person shall be convicted for any violation prior to the erection of the signs or on or after March 1.
      (5)   The proper authorities of the town shall make all reasonable efforts to notify the affected citizens of a snow emergency, including releases to the news media.
   (B)   (1)   In the Central Business District of the town, being defined as Washington Street between Clinton Street and the north-south alley east of Jefferson Street and Jefferson Street from Lincoln Street to the east-west alley north of Washington Street, there is established four parking spaces for handicapped parking.
      (2)   The Town Marshal shall conduct a survey of business and public facilities and based upon that survey shall designate the spaces to be reserved for handicapped parking.
      (3)   The Town Marshal shall procure signs bearing the official international wheelchair symbol conforming to state standards as to size and shall erect the same immediately adjacent to the reserved space.
      (4)   Any person who parks a motor vehicle which does not display a handicapped person’s or disabled veteran’s placard issued under I.C. 9-18.5-8 et seq. shall, upon convection, be subject to a fine not to exceed $500.
      (5)   Any person using a handicapped parking space shall conform to all other ordinances and regulations as to time and snow removal now in effect or hereinafter adopted.
   (C)   (1)   No person shall stop, park, or leave standing any motor vehicle, whether attended or unattended, upon the paved or main traveled portion of Larimer Drive or obstruct the road in any way so that there is less than 18 feet of pavement available for the movement of vehicles.
      (2)   No person shall park a motor vehicle on any street having a curb with the right front wheel more than 12 inches from the curb.
      (3)   Any person violating any of the provisions of this division (C) shall, upon conviction thereof, be fined in any amount not exceeding $100.
   (D)   (1)   Parking is prohibited on the south side of Elm Street and 15 feet south of the south edge of the Elm Street pavement from the intersection of Jefferson and Elm Street for a distance of 1,000 feet east along Elm Street.
      (2)   Parking is prohibited on the south side of Maple Street and 15 feet south of the south edge of the Maple Street pavement.
      (3)   Revenues generated from such fines for violations of this division shall be deposited in the General Fund of the town.
      (4)   A $25 fine shall be imposed for a violation of this division (D).
   (E)   (1)   Parking is prohibited on the south side of Lincoln Street and ten feet south of the south edge of the Lincoln Street pavement from the intersection of Timber Valley Boulevard and Lincoln Street for a distance of 225 feet west of the pavement of Timber Valley Boulevard.
      (2)   Revenues generated from fines for violations of this division (E) shall be deposited in the General Fund of the town.
      (3)   Violations may be enforced under proceedings brought pursuant to I.C. 34-28-5 et seq. in a manner similar to that of infractions with complaint and summons described in I.C. 9-30-3-6 issued by the town’s Police Department or other police agency.
      (4)   A $15 fine shall be imposed for a violation of this division (E).
   (F)   (1)   The portion of Washington Street east of South Jefferson Street to Sherman Street shall be designated “Angle” parking on the south side of the street and “No Parking” on the north side of the street.
      (2)   A portion on the east side of North Jefferson Street shall be designated as “Angle” parking. A portion on the west side of North Jefferson Street shall be designated as “Angle” parking.
      (3)   Angle parking will be changed to parallel parking in the 100 block of East Main Street west of Sherman Street to Jefferson Street.
      (4)   Two parking spaces in the 100 block of South Jefferson Street shall be designated and signed as “Ten Minute” parking.
      (5)   One space in the 100 block of South Jefferson Street shall be designated and signed as “Handicap” parking.
      (6)   The Marshal is directed to secure appropriate signs, conforming to state standards as to size, designating said areas as “Ten Minute” parking and “Handicap” parking and erect the same pursuant to state standards.
      (7)    For each violation of this division (F), the town shall be entitled to a judgment of up to $25 together with court costs, and if defendant fails to satisfy a judgment entered against him or her for a violation, the Clerk of the Court shall certify the unpaid judgment to the Bureau of Motor Vehicles.
   (G)   ( 1)   Parking is prohibited on the north and south side of Main Street or within ten feet of the pavement, between Jackson Street and Sherman Street.
      ( 2)   No stopping or parking on the roadway will be allowed unless directed by a crossing guard or police officer.
      ( 3)   Exception will be that vehicles may park in the designated parking spaces that are clearly marked as long as the vehicles are properly parked within the spaces and lines designated.
      (4)   Revenues generated from fines for violations of this division (G) shall be deposited in the LECE Fund of the town.
      (5)   Violations may be enforced under proceedings brought pursuant to I.C. 34-4-32-1 et seq. in a manner similar to that of infractions with complaint and summons described in I.C. 9-30-3-6 issued by the town’s Police Department or other police agency.
      (6)   A $10 fine will be imposed for a violation of this division (G).
   (H)   (1)   Parking is prohibited on the south side of Elm Street and 15 feet south of the south edge of the Elm Street pavement from the intersection of Jefferson and Elm Streets for a distance of 1,000 feet east along Elm Street.
      (2)   Parking is prohibited on the south side of Maple Street and 15 feet south of the south edge of the Maple Street pavement.
      (3)   Parking facing traffic is prohibited on all town designated streets.
   (I)   (1)   Parking is prohibited on the south side of Elm Street and 15 feet south of the south edge of the Elm Street pavement from the intersection of Jefferson and Elm Streets for a distance of 1,000 feet east along Elm Street.
      (2)   Parking is prohibited on both sides of East Washington Street for a distance of 80 feet west of State Road 13. There will be three marked designated street parking spaces on both sides of East Washington Street beyond the restricted 80 feet to the north-south alley intersection.
      (3)   Parking is prohibited on the south side of Maple Street and 15 feet south of the south edge of the Maple Street pavement.
      (4)   Parking facing traffic is prohibited on all town designated streets.
      (5)   (a)   Parking is prohibited on all posted designated emergency snow routes when snow fall exceeds two inches or more until the designated street has been cleared.
         (b)   Street parking is prohibited within a cul-de-sac when snow fall exceeds two inches or more until the designated area has been cleared.
         (c)   Cul-de-sac street parking is prohibited from 8:00 a.m. to 5:00 p.m. Monday through Friday. (Holidays are exempt).
      (6)   Parking is prohibited on both sides of the street of Blessing Street.
      (7)   Parking is prohibited at Eagle Park except for the designated parking area along Depot Street which shall be limited to park patrons only.
      (8)   Revenues generated from such fines for violations of this division shall be deposited in the LECE Fund.
      (9)   A $50 fine shall be imposed for violations of this division (I). In addition, vehicles parked on designated emergency snow routes may be towed at the vehicle owner’s expense when the parked vehicle becomes a traffic hazard.
   (J)   (1)   Violations of parking ordinances established by the town shall be punished by fines as set forth hereafter:
         (a)   Violations of ordinances, regulations, and statutes restricting parking in a snow route: $25;
         (b)   Violations of ordinances, regulations, and statutes establishing handicapped parking spaces: $15;
         (c)   Violations of ordinances, regulations, and statutes establishing no parking areas near fire hydrants: $15; and
         (d)   Violations of ordinances, regulations, and statutes prohibiting double parking, parking in a no parking area designated by yellow curbs, obstructing traffic, and any other parking violation: $15.
      (2)   Revenues generated from fines as set forth above shall be deposited in the General Fund of the town.
