(A) The sidewalk on the east side of the 100 block of South Jefferson Street in the town is declared to be for pedestrian traffic only.
(B) No person shall ride a bicycle, use a skateboard, or roller blades or similar instrumentalities, or roller skate on that portion of the sidewalk described in division (A) above.
(C) The Town Marshal may take any minor violating this section into custody and shall deliver said minor to his or her parent, guardian, or any person having legal custody of said minor forthwith, and may temporarily retain possession of the bicycle, roller skates, skateboards, roller blades, or any instrumentality used in violation of this section.
(D) This section shall become effective upon publication as required by law and by posting signs limiting the use of the sidewalks to pedestrians or forbidding riding bicycles, skating, roller blading, or skateboarding on said sidewalk.
(E) The Marshal shall procure signs which conform to state highway standards and post sufficient signs to inform all persons of the permitted or prohibited uses.
