The police officers of the Municipality acting in accordance with instructions issued by the Mayor shall report the following:
(a) The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parking in violation of any of the provisions of this section.
(b) The time during which such vehicle is parking in violation of the provisions of this chapter.
(c) The State license number of such vehicle.
(d) Any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
Each such police officer shall also attach to such vehicle a notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this section and instructing such owner or operator to report at the Mayor's office in regard to such violation.
