The provisions of this chapter shall not apply to vehicles parked or standing upon the streets of the Municipality in the congested area hereinbefore designated when such vehicles are parked or standing upon such streets between the hours of 6:00 p.m. in the evening until 8:00 a.m. of the following morning of each week day except Saturday and between the hours of 9:00 p.m. Saturday and 8:00 a.m. of the following Monday morning or on Sundays and holidays.
