The Village Administrator of the Municipality is hereby authorized and directed to place, install and remove parking meters upon the curb side or in the immediate vicinity of individual parking spaces designated and marked off in the congested area where parking is restricted. All such parking meters shall comply with the conditions set forth in Section 353.01(a) hereof and shall be under the management, supervision and control of the Village Administrator.
