949.08 COLLECTION, MOVEMENT, APPROPRIATION OR DISPOSITION OF ANY GARBAGE, RUBBISH, YARD WASTE, RECYCLABLES AND BULK ITEMS.

   (a)   No person, or employer or agent thereof shall collect, move, appropriate, or dispose of any garbage, rubbish, yard waste, recyclables and bulk items unless that person is either the authorized contracted collector, or other person authorized by Council or the Mayor.

   (b)   For purposes of this section, garbage, rubbish, yard waste, recyclables and bulk items shall have the same meaning as defined in Section 949.07.

   (c)   Any person violating this section is subject to the penalty found in Section 949.99.
