941.09 NUISANCES IN CONNECTION WITH TREES, PLANTS OR SHRUBS.
   (a)   The following acts, things and conditions done or existing within the Village are hereby declared to be nuisances:
      (1)   Any tree, plant or shrub, or part thereof, infected with any detrimental insect or disease as determined by a certified arborist in accordance with standards published by the International Society of Arboriculture.
      (2)   Any dead limbs or trees, or parts thereof, of any kind which, because of their location, are a hazard to persons or property.
   (b)   No person shall harbor or maintain any of the nuisances defined in this section.
