No owner, or agent of the owner, or any occupant of any lot or parcel of land abutting on any street or other public ground shall plant any tree or shrub included on the Ohio Invasive Plant Species list published by the Ohio Department of Natural Resources, current edition, a copy of which is available in the office of the Administrator.
