(a) Unless otherwise provided herein or by the law or implication thereof, the same rules of construction, definition, and application shall govern the interpretation of this Planning and Zoning Code as those governing the interpretation of the Ohio Revised Code.
(b) The provisions of this Planning and Zoning Code shall be held to be minimum requirements, adopted for the promotion of public health, safety, and the general welfare. It is not intended that this Planning and Zoning Code shall abrogate, annul or interfere with any easements, covenants, or other agreements between parties, unless they violate this Planning and Zoning Code. When any provision of this Planning and Zoning Code conflicts with any other lawfully adopted rule, regulation, ordinance, or resolution, the most restrictive, or that imposing the higher standards, shall apply.
