(a) The parking lot at the Village Offices shall be subject to a thirty-minute parking limit between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday.
(b) Five spaces therein shall be designated and reserved exclusively for the following persons during the hours referred to in subsection (a) hereof:
(1) The Village Administrator
(2) The Village Clerk
(3) The Administrative Secretary
(4) The Village police vehicles (2).
(c) The Police Department shall have all requisite authority and power to enforce this section.

(d) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
