339.12 THROUGH TRUCK TRAFFIC; REGULATIONS.
   (a)   All trucks traveling through the Municipality as "through traffic" and not making or receiving deliveries of merchandise or other property from business, residence or other properties located on the streets or alleys other than State Highway Routes within the Municipality, shall travel only over the established State Highway Routes through the Municipality.
   (b)   Proper signs shall be erected at or near the entrance of all State Highways into the Municipality giving notice of the restriction of through truck traffic to such State Highways and also signs at the intersection of Washington and Clay Streets in the Municipality directing all north-south, through truck traffic, over Clay Street.

   (c)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
