(a) On a first offense, whoever violates any provision of this Chapter is guilty of a minor misdemeanor shall receive one or all of the following penalties: fined not more than one hundred fifty dollars ($150.00), ordered to complete community service under division (D) of Ohio R.C. 2929.27, receive a financial sanction other than a fine under Ohio RC 2929.28.
(b) On a second offense and thereafter, whoever violates any provision of this Chapter shall receive one or all of the following penalties: be sentenced to a jail term of not more than thirty (30) days, fined not more than two hundred fifty dollars ($250.00), ordered to complete community service under division (D) of Ohio R.C. 2929.27, receive a financial sanction other than a fine under Ohio RC 2929.28.
