The land owner shall be required to pay a fee of five dollars ($5. 00) for the permit required in Section 1331.01. In the discretion of the Village Administrator, he may require engineering, surveys and/or other appropriate plans, at the expense of the owner, so as to sufficiently demonstrate and set forth the proposed changes and/or improvements which are the subject of the application. The owner shall be responsible for the total cost of installation, construction and continued maintenance of all improvements.
