(a) Repair or Testing. The Village reserves the right to remove a meter from any premises and substitute another meter in its place for the purpose of making repairs or testing.
(b) Testing Without Request. The Village will, on its own initiative undertake to test any meter, which in its judgment, is registering incorrectly, without charge to the owner.
(c) Request bv Property Owner or Consumer for Testing. In cases where the property owner or consumer requests the Village to test the meter by such property owner, the Village reserves the right to charge for the cost of removing and testing the meter if the meter is found to be in proper working order.
(d) If it is discovered that a meter is not functioning properly, the Village may charge the customer an amount based upon previous readings that would most accurately reflect the amount of water used.
