(a) No person shall allow or permit an animal under his or her control to defecate or urinate upon public property or upon the property of another, absent consent of the owner or occupant of the property.
(b) Every owner or person in charge of every animal in the City shall be responsible for the immediate removal of any excretion deposited by such animal on public or private property not owned or possessed by such individual.
(c) Whoever violates this section is guilty of a minor misdemeanor.
