303.98 CITATION TAG; WRITTEN PLEA OF GUILTY.
   (a)   Any person who received a citation tag notifying him of a violation of any provision of any of the sections of this Traffic Code and who, upon presenting such citation tag, files a written plea of guilty with the Clerk of Courts or Mayor, and deposits with that official the amount of the penalty as indicated in a schedule of fines and costs as set forth by the Mayor subject to the limitations of the Traffic Code, shall be fined.
   (b)   The court shall have power to accept such plea, or to reject it and hold the case for trial. If such plea is accepted, the penalty deposit shall be paid to the court, except that the court shall have no power to remit or suspend it or any part of it.
