(a) The Ethics Advisory Board shall meet at least once a month to reply to all inquiries, complaints and requests.
(b) Three members shall constitute a quorum.
(c) If a member of the Ethics Advisory Board or a working committee has other than a neutral interest in a matter before the Board, such member shall disqualify himself. The remaining members shall constitute the full Board or committee.
