163.03 STAFF SUPPORT; PUBLISHING INTERPRETATIONS.
   (a)   The Law Director, the Finance Director and the department head shall supply staff support as necessary.
   (b)   The City Manager shall be charged with the publishing and distribution of all decisions and interpretations.
