Any flammable or combustible material not arranged or stored in such a manner as to afford reasonable safety against the danger of fire, or any matter stored or arranged in such a manner as to obstruct egress from the building, shall be ordered by the Fire Chief to be removed or rearranged in such manner as to eliminate any hazard. The order shall be in writing and delivered to the owner, lessee or occupant of the premises.
