Buildings in existence at the time of the effective date of this section shall be exempt from the provisions herein; provided, however, that no such existing buildings shall be reconstructed or structurally altered in an amount exceeding twenty-five percent (25%) of 8,000 square feet in area without conforming to the provisions of this chapter.
