The direction of and responsibility for the Solid Waste Department of the City shall be vested in the City Manager who shall make or cause to be made rules and regulations deemed necessary for the safe, economical and efficient management of the Department and the enforcement of this chapter. Such rules and regulations, when not in conflict with other City ordinances, State or Federal laws, shall have the same force and effect as ordinances.
