943.11 BILL PAYMENT.
   The utility/garbage billing hereby established shall be shown on the bi-monthly utility/garbage bills and shall be collected with the water, sewer, and stormwater charges. One bill will be generated to the property owner for each eligible unit, whether occupied or unoccupied. Buildings with one (1) water meter and five units or less and or mobile home parks with one meter will be billed for each unit. Utility/garbage bills shall be paid in full on or before the due date specified on the bill and failure to receive a utility/garbage bill does not relieve the system user of the responsibility to pay for utility/garbage service charge.
   (a)   Bills paid after the specified due date and prior to the disconnection of water service shall be subject to a late charge fee to be established by the Finance Director and published from time to time and/or so stated on the face of the utility/garbage charge bill.
   (b)   A utility/garbage bill is considered paid when full payment is received at the Utility Office located in the City Administration Building (City Hall) and the City assumes no responsibility for late payment of a utility/garbage bill that may be occasioned by delays in the mail delivered to the Utility Office by the U.S. Postal Service.
   (c)   In all cases the property owner shall be ultimately responsible for the payment of utility/garbage service charges regardless of any private agreements with agents or tenants. All late charge fees or other applicable fees that may result from the failure to pay a utility/garbage bill, including reconnection of water service fees, shall be paid in full by the property owner.
   (d)   Any net bill not paid within eighteen days of the billing date shall be charged at the gross figure which is five percent (5%) additional.
   (e)   The City shall use priority billing and collection system to apply partial payments in the following order:
      (1)   Stormwater.
      (2)   Garbage.
      (3)   Water.
      (4)   Sewer.
