(a) No person shall deposit household garbage or household refuse in containers maintained by the City for the collection and disposal of garbage or refuse from the City municipal activities. The person(s) responsible for the same shall be subject to a penalty provided for in Section 943.99 and the cost of the cleanup shall be assessed to the violator.
(b) No person shall place, regardless of any intent to do so, garbage, refuse or recyclable materials in a container not owned by such person without the permission of the owner of such container. The person(s) responsible for the same shall be subject to the penalty provided in Section 943.99 and the cost of the cleanup shall be assessed to the violator.
