On the day of collection of garbage, refuse and recycling, each householder, tenant, owner and/or occupant of the premises shall place the container in which garbage, refuse and/or recyclables has been accumulated on the ground level near the property line and the public right of way for collection by the contracted waste hauler (hereinafter referred to as the "contractor"). Such containers shall not be placed in the traveled portion of the public right of way. Such containers shall be placed at the specified location no earlier than 5:00 p.m. the day before the scheduled collection of the garbage, refuse and recyclables. All units located on Main Street within the Old Mill Overlay District which qualify for the base level of service under the specifications of the City’s garbage contract shall not place their containers along Main Street if their property also has service on another street.
